As best as I can determine, Dr. Z is hung up on the Bohr model of the atom. I can sorta kinda understand why one might try to associate a transition time with an energy level using this model. But, when using a slightly more accurate model: http://en.wikipedia.org/wiki/Atomic_orbital a transition time between states begins to lose meaning in terms of a velocity. T
