I know that all residential bldgs here in the US are NOT at water main pressure... all bldgs have a regulator that drops the pressure below that in the main line under the street. Whether that is the case for industrial bldgs in Italy, I don't know, but I would also think that one would have to use regulators on just about every tap off of the main line in order to maintain a relatively stable pressure in the main line when everyone on the street turns on their sprinklers.
