Not necessarily. If the energy comes only from IRH or Hydrino formation (both of which are purely chemical), then there will be no neutrinos. If the energy comes from fusion of H with only Ni62 &/or Ni64, then there will also be no neutrinos. If the energy comes from p-B11 fusion there will be no neutrinos.
