I'm confused. Megawatt nuclear fusion plants are certified (or don't

Small ones are for home use, big ones are for big crazy companies that
will take the risk of buying them. So, the small ones need some kind of
fancy certification (for sale to individuals), but the big ones don't.
At least, that's how I understand it.
In what country and which universe? Who will
provide liability insurance for them?
