This came from a friend, HF, who knows the patent's inventor closely.

HF is a retired electrical engineer who worked for 20 years on unique,
one-of-a-kind atmospheric instruments, and then for 10 years on pulsed power
(Terawatts) equipment.

"The present invention is directed to power generation systems and methods
for converting naturally occurring moist air into power and water, enabling
generation of power without carbon combustion and without the release of
green-house gasses which usually accompany thermodynamic power generation.
According to one embodiment, a compressor module is used to greatly compress
enriched water vapor drawn from the surrounding moist air. The compressed
water vapor is then condensed into output water by a working fluid, while
the heated working fluid is used in a Rankine-cycle power generation loop to
turn a turbine and thereby create transmittable electrical power."
