Rossi's patent is essentially worthless because it does not disclose enough
about the nature and working of the invention to be defended in the
courts.  Thus virtually anyone who infringes can say that they used a
method different from the one Rossi disclosed because basically, he did not
disclose anything.  That may be considered a "business practice" but if so,
it's a very stupid one, considering even Rossi says he expects reverse
engineering to be possible and he (LOLOL) expects to avoid this issue by
making a million or so E-cats so cheaply that nobody will bother.  Really,
Rossi gets funnier every day.
