The most reasonable answer to why he signed the contract was to gain borrow the credibility of the University. Note that is was commonly reported that at least some of his tests were conducted *at* the U of B, which as far as I know is false. Note that Rossi waited until after the "big finale" of his year-long publicity stunt to dump the contract.
The most reasonable answer to why he broke the contract was because he had already milked dry the bogus respectability it brought him for free, so why pay for it?
