This doesn't just have to do with plug-in electrics.  I live in the San
Francisco Bay area, and you see Priuses all the time, which can distort
your perceptions of their prevalence.  When I went on a trip to Oklahoma, I
think I counted two or three during the several days that I was there.
 Many of the cars were SUVs.

Regarding the mileage of the hybrid Prius, I've been seeing closer to 43
mpg.
