You are very confused, again. 1. The Congress cannot decide what to classify and what to make public. That decision is entirely up the military (the Administration). 2. The U.S. military has no authority in Italy. It cannot order Rossi or anyone else to anything secret. It could only keep its own participation in the research secret. Which it has not done, by the way. I know of many non-secret cold fusion projects in the Navy, the Army and DARPA.
