Detroit, not Chicago. See the book "We Almost Lost Detroit" (1975). Perhaps
that was exaggerated. I wouldn't know. But it is clear that breeder
reactors are a troubled technology.

There are technologies that struggle for years and never work despite huge
investments. Such as counter-rotating propellers, and the F-35 fighter.
