I doubt there is any plan to evacuate 40 million people. I expect they would say something about it on NHK. You could not keep something like this secret.
As far as I know, the worst-case scenarios are nowhere near as dire as the one described here. They are pretty dire. The Japanese press a year ago was downplaying the severity of the accident. If anything they seem to be exaggerating it somewhat now. That is why the public insisted on closing down all of the other nuclear reactors. I think that was an overreaction. - Jed
