It couldn't possibly be due to time dilation because we are told that only happens near C right? ....Well, since you can't mess with the atomic decay rate I posit he is reconfiguring space- time with Casimir geometry :_) The experiments that have shown tiny time dilations of lasers propagating across Casimir cavities have always bothered me in that by their nature they are testing only the very least modified surface area of the modified regions - in effect hugging just the 3d boundary of a 4d region Ed Storms refers to as "NAE" . It is my posit that condensed forms of hydrogen and these decay rate anomalies are both indicative of time and space exchanging metrics due to Casimir suppression... the hydrinos /fractional hydrogen/condensed hydrogen all appear normal size and time rate relative to each other or to a nearby tiny local observer ..these tiny gas atoms are able to slip down into cavities that appear smaller than the atomic radius for hydrogen from our perspective but locally the walls of the cavity seem to melt away into the distance giving the gas atom a new form of "neo-Lorentzian" contraction without the need for spatial displacement near C... this "neo Lorentzian contraction" however is symmetrical in 3d because you are modifying C^2 not V^2 in a "Puthoff pressure" kind of way. ...gives me reason to suspect claims of UFO motion may be based on temporal navigation and the sudden radar untraceable accelerations observed visually are actually due to this type of contraction as chase aircraft simply fly past the "window" of what appears to be temporal vector from our perspective but the time craft is escaping into the future or past. Perhaps this explains the lack of physical evidence for UFOs if the "pressure" equivalent to luminal velocity must be maintained to peek / maintain a time dilation window into a different reference frame and the window simply pushes physical mater back into it's native frame when the pressure is removed. I would suggest that virtual particles obey this neo lorentzian contraction and expansion as they bisect our 3d plane travelling from future to past - creating the HUP that pushes gas atoms around equally on all 3 spatial axii negating any directional force but which we may finally now exploit with Casimir suppression or what Hal calls "vacuum engineering" to finally establish an exploitable linkage between matter and a 4th dimension. Giving us the ability to unbalance HUP's normal self negating forces by confining 1 spatial axis with Casimir confinement.
