Yes but immediately the relativistic syntax confuses the issue .. From a 3D perspective the virtual particles have no spatial displacement so the high velocity you mention may be true from the perspective of a tiny local observer on the same axis as the particles but from our plane we just see the particles grow into existence and then immediately contract back out of existence sharing our plane for only an instant... any spatial displacement they might impart to surrounding gas atoms is balanced by opposing forces distributed equally across our plane to every axis relative to the time axis. My posit is that this intersection rate increases very slowly with gravity but decreases very rapidly[1/d^3] with Casimir suppression..and where time slows for the Twin Paradox where one twin approaches an event horizon the opposite occurs for suppression where hydrogen or radioactive gases exposed to Casimir suppression experience accelerated time relative to normal - unsuppressed regions. .. tiny gravity hills instead of large gravity wells. Perhaps this explains the lack of physical evidence for UFOs if the "pressure" equivalent to luminal velocity must be maintained to peek / maintain a time dilation window into a different reference frame and the window simply pushes physical mater back into it's native frame when the pressure is removed. I would suggest that virtual particles obey this neo lorentzian contraction and expansion as they bisect our 3d plane travelling from future to past - creating the HUP that pushes gas atoms around equally on all 3 spatial axii negating any directional force but which we may finally now exploit with Casimir suppression or what Hal calls "vacuum engineering" to finally establish an exploitable linkage between matter and a 4th dimension.
