To give credit where it is due, NASA and other organizations have made great strides locating these things since the 1990s. They are working with modest budgets and small telescopes, using clever software. Relatively small telescopes are better suited to this purpose. The first step is to find them! In one of his books, Arthur Clarke suggested deploying a bunch of sensors orbiting the sun, and then setting off a gigantic neutron bomb on the other side of the sun (away from Earth and other populated planets) to make something like an instantaneous x-ray of the solar system, to find every last object big enough to be dangerous. What I loved about Arthur was that he was never afraid to Think Big. - Jed
