Control in Rossi’s reactor is proportional to the COP that it produces. Low COP provides good control, high COP suffers from poor control.
Now, the Rossi reactor is a two stage process with the mouse providing the control and the Cat providing the power. The mouse uses heat at a COP near one to give the Cat something it needs to operate at high power, and that thing is not heat. My guess is that the Cat food is electrons. The mouse converts input heat into electrons that feed the Cat. The Cat turns these electrons into more heat.
