..but the two things are not in balance. The surface term, the Coulomb term, and the asymmetry term are all negative, but their sum is still less than the positive volume term. If you decrease any of the three negative terms in magnitude, then the difference with the volume term increases, i.e. the nucleus becomes more stable.
