The claim here is excess heat from a device with AC electric power input. The best way to measure that is by using standard engineering methods for measuring electricity and heat from HVAC systems. The best people to do that are engineers. The best organization to evaluate such results -- best by far -- is a place like Elforsk or EPRI. Not the APS or the American Astronomical Society. People who demand a stand alone, self powered reaction should pay for it. I expect it would cost millions to make one that is safe. - Jed
