It would be interesting to see the paper they're referring to. Note that
one of the reactions with lithium (which might be in an electrolyte or an
impurity in the cathode) is:
p+7Li → 2 * 4He + 16.8 MeV
So if you have fast protons shooting out of the cathode (if it is an
electrolytic experiment), and LiOH or LiOD is being used, you could get
4He. In this case a "significant" amount might be a lot but less than can
account for the excess heat that was observed.
