Italy MIGHT have, not would have. Frankly, I doubt they would have. It was
a tremendous undertaking. It required a gigantic infrastructure that at one
point was consuming a significant fraction of all U.S. electricity. I doubt
any country other than the U.S. could have done it in the 1930s or 40s.

Just knowing the principles of fission was not enough to make a bomb. You
had to master many other subjects.
