Sound like a boondoggle to me

It is expensive but it seems like it might work. The fishtank demonstration
showed that frozen mud is as strong as concrete. This technique has been used
in construction before, at the Big Dig in Boston and elsewhere.

They have to do something, boondoggle or otherwise.

It is a nightmare situation. This video starts off with P.M. Abe's saying "the
situation is under control" (in English) and then it goes to the on site
project manager Aizawa who says he and staff are overwhelmed.
