If the device actually operates and generates energy then there will be a source of that energy which can be determined. It might operate with tidal variations or rotation of the earth.
Of course the gigantic size tends to diminish the value of the device unless some way is found to extract far more energy than is evident. So far I remain skeptical of the RAR system and any practical applications.
