This is the first time I have run across the term “zero-valence hydrogen”.

Best I can tell, it would be the rough equivalent of what Mills calls
“hydrino hydride” which is proton and two electrons. Two electrons provides
zero usable valence, like helium, supposedly.

But in Mills case there is net charge, and presumably the Russian species is
not charged either – possibly the electrons are fractional. More likely it
is “враки” (aka bullciht)

They are missing a good opportunity to promote Stoli… as it must have been
part of the inspiration.
