LeClair's experiments produce all sorts of nasty radiation. All he's doing is achieving "hot fusion" at room temperature with laser-induced cavitation. There is some suggestion that jet-ejecting bubbles near the surface, in certain contexts, can act as a cold fusion catalyst of sorts, but they are not producing the Pons & Fleischman heat effect itself. And when bubbles are the "mechanism", all they do is produce hot fusion like in LeClair's experiments.
