The EVOs that LeClair generates are producing gamma radiation because there is no BEC to thermalize them. In the Rossi reactor, a BEC of solitons readily forms that distributes the gamma energy to all the members of the BEC. Photons flow readily between solitons which produce a global BEC to form.
In cavitation because of the water, the temperature is too cold to support BEC formation and each EVO acts independently. It's that simple. The sharing of photons between EVOs that enable a BEC to form is restricted by the water The EVO's produced in cavitation are far stronger than those produced in a Ni/H reactor because of the way plasmoids can combine.
