To be clear, the atoll technology requires a breakthrough in energy production. Once that breakthrough occurs it will naturally incorporate the Algasol PBR technology which does NOT require a breakthrough of any kind -- indeed it is a technology, the lack of financing for which, indicts the entire power structure of civilization.
