I am not sure what happened in the simulations. But I got the following 
results.

(1) <min> = -<max> = 2.5
The same problem occured at -2.5 as shown in case1_dihedral.pot.png.

(2) <min> = 0.5, <max>=5.783185
The simulations was stopped by missing bonded particles.
case2_dihedral.pot.png is the dihedral.pot.cur created by votca.
