French abroad will be able to vote by Internet
A order, published by the Official Newspaper of the Government of
France, on March 14, 2006, specifies the methods of e-voting for French
abroad who will renew half of their Assembly, next June 18 .
The French Abroad Assembly is "charged to give to the Government reports
on questions and projects interesting French people established abroad
and development of the french presence abroad".
Its 155 members are elected for 6 years by French people registered in
consulates. They are renewed per half every 3 years. Next June 18, 76
seats of the Europe, Asia and Middle East zones will be concerned.
For the 1st time, about 800.000 French people living in Europe, Asia,
Middle-East and Oceania will be able to vote by Internet.
The order, precise that citizens who chooses to vote by electronic way
will receive, three weeks before election, "instruments allowing its
authentification", in particular of the requirements of safety, defined
by order of the Foreign Minister".
After having e-voted, he will receive an acknowledgement of delivery
confirming the vote.
It is created two different electronic files, dedicated treatments and
isolated :
- "the voters list", recorded on a support sealed, nonrewriteable,
making its contents inalterable and convincing
- "the electronic ballot", which counts votes expressed by Internet,
quantified and not comprising a bond allowing voters identification.
An electronic polling station, chaired by the General Secretary of the
French Abroad Assembly, 4 to 8 assessors and their substitutes, is in
charge of operations control and counting. This office is assisted by a
technical committee whose members are named by order of the Foreign
Minister.
The participation rate of the last poll, in 2000, was about 20 %.
