Maybe I misunderstand what you are looking for, but.... Timo's Rescue CD (rescuecd.sourceforge.net) provides a bootable Debian System that only fills part of the CD, is easily customizable, and contains all (most?) of the tools you will need. I am sure you could add a shell script to format the disk, and put a windows image on it. I'm not sure about the bootable part, but you could just use grub. If you go NTFS, it may be more challenging.
