Aloha John,
You can edit edit /etc/modprobe.d/madwifi to set the coutrycode e.g.
options ath_pci autocreate=none countrycode=840 outdoor=1
Most high power cards are actually 10 db higher than the madwifi setting.
iwlist ath0 txpower will show the available txpower settings for the
current frequency and rate.

Everything is truly working great! I’m having problems getting the most
out of the txpower on my wireless card though. I’ve done some research,
and I’m unclear on whether it is a limitation of the madwifi drivers or
if it has something to do with the country code settings on the card,
but the max txpower I can set the card to is 18dBm (63mW).
Has anyone had any luck with getting it higher than that? I’m confident
I probably won’t be able to use the advertised 600mW on the card, but
more than what I’m currently capable of would be most desirable.
A few weeks back when researching the country code for the card, I ran
some commands and determined the country code was set to 0. I could not
find a way to set it to anything else.
