Because Macroshaft IIS simply sucks.  That's all there is to it.  We tried
to use it here for our web servers at work and it failed miserably because
it couldn't handle the web page hit load.  Now we're using Netscape
Enterprise Web Server on an AIX (IBM RS/6000 unix) machine.  The machine
itself has less "horsepower" in CPUs than the original Macroshaft box,
yet it purrs along nicely without any problems at all under the same hit
load.  Go figure.  Macroshaft "bloatware"!
