Nearly the same here in Europe, JFYI.
Even if you buy a bundled package computer with the OS and/or
other software and because the dealer only offers this as 
'complete' you can contact the producer of the OS/software
and you have the right to get the refund. 
But you have no right to force the dealer to split the package
up. To get one's rights regarding 'single customer vs. the software
company' might cause some efforts.
