I had the same page

up on Voyager and IE side by side, both on 8-bit screens.
IE showed the picture properly. It looked to me as if there was no
dither at all in Voyager. The image is split into a table of three
sections.
I reloaded, and one of the sections then looked OK. So I did a
right-click->Load Image on the other two parts. This time, they also
came up looking OK.
So it seems that whether dither happens or not is hit-and-miss, like the
palette bug (which also goes away if you reload enough times).
