Further investigation suggests that dither is never happening but the
palette keeps changing.
Load a page with a gradient background, such as
http://www.cix.co.uk/~index
The first time, you see a few bands of obviously different shades of
blue.
Reload and you get more shades.
Reload again and it is as it should be, roughly.
