I've had the same problems since a couple of versions ago (can't recall
exactly when it started). One way around it is to select "save" or "save
as" while the the file is still downloading. Obviously this is tricky with
small files, and doesn't work if the file has been cached, but it's better
than nothing until it gets fixed.
