But companies that specialize in Credit Transactions can validate card
numbers for the major cards (Visa, Discovery, Amex, MasterCard) in 1
second using the internet. 
They take the responsibility for any errors in approving fraudulent
cards. No need to wait 4 days.

Not. Costs of me converting $Cdn to Kroner or DM then sending those off
by mail is close to 20% of the value. Card transactions have the 4%
fees built in.
