False, at least in North America. Credit cards are validated and
approved by modem instantly and shopkeepers can be instructed to seize
stolen or unpaid cards directly from the shopkeeper's terminal. A
simple secure transavction forwards the card number and amount of
purchase to the shopkeeper's Credit provider, and the credit proovider
queries the client's credit provider, from small stores in the time it
takes the modem to dial and send 100 bytes of data, process that and
receive the response.

Today in Canada, and to a lesser degree in the USA, Direct debit Cards
are being used to the same effect. I can go to the store, by my food
and have any of my bank accounts debited instantly. What the bank does
not do instantly is credit my deposits.    

I can go for days without any cash except coins for the coffee machine
at the office, and even that is configured for prepaid debit card
operations should I care to purchase one.
