It's because he "free" service has probably become more and more
used over time by more and more people, but the company running
it is not commercially motivated to upgrade the service to compensate.

(imagine trying to fit people in a warehouse)

Your paid ISP's will upgrade hardware etc. to make sure you get a
"fair" service, like a constant level of quality across it's subscriber
base (the paid ISP will buy a new warehouse when it's full)

Your free ISP's will upgrade when something explodes and they can't
get the same for cheap anymore (the free ISP will make new customers
stand on the toes of the old ones to cram more in ;)
