I just succeed in installing the previous version :
https://www.shrew.net/download/ike/ike-2.2.0-release.tgz
So .. It seems that there is a problem with the last sources :
https://www.shrew.net/download/ike/ike-2.2.1-release.tgz !

apt-get install libcurl3-openssl-dev
Ubuntu has installed the package : libcurl4-openssl-dev
