Just a remark .. When I have done :
apt-get install libcurl3-openssl-dev
Ubuntu has installed the package : libcurl4-openssl-dev

I have definitely tested the install on an recent Ubuntu release. I'll
try to see if I can re-produce your issue and report back to the list.
