Sorry, but I'm swamped with the CI migration to GitHub Actions. I
reverted the patch because it still failed when another instance of
vpp-ext-deps was installed.
Please push a new gerrit change and we will do a better job testing it
this time.

in my system the side is a bit larger than the previous build what was
your external build command
also i have use diff the library files in both deb and i see no diff
in size it's under 0.6MB so that's not the problem
my best guess is that modprobe.d and libibverbs.d in etc path for both
packages is different
i think by fixing that the diff should be minimal
