Hi Kevin, Thanks for reporting this. I reproduced the behavior: VPP learned the source neighbor even though the NS was subsequently dropped because its target was not local or proxied.
I posted a small fix: https://gerrit.fd.io/r/c/vpp/+/46929 It defers source learning for NS packets until target validation has succeeded. NA learning remains unchanged. The regression test also verifies that an NS for an unknown target creates neither a neighbor entry nor a /128 host route. The targeted NS, proxy ND and DAD conflict tests pass on ARM64.
