Thanks for reporting this. I reproduced the behavior: VPP learned the source
neighbor even though the NS was subsequently dropped because its target was not
local or proxied.
I posted a small fix:

It defers source learning for NS packets until target validation has succeeded.
NA learning remains unchanged. The regression test also verifies that an NS for
an unknown target creates neither a neighbor entry nor a /128 host route.
The targeted NS, proxy ND and DAD conflict tests pass on ARM64.
