Ok here's the answer to my own question and something that seems 
to apply to thread :

If I go in and make all text fields something besides 0 ( blank I
presume to mean unlimited ) except for 
accounts, quota, domain, postmaster password
then I get, I believe the same results as doing via command line with no
args.

Also I noticed that iff I do a user info via vqadmin it says that
'postmaster - domain administrator = no'
but I can syill log in as and administrator.

I can then log intoqmail admin and there are links to all functions.

Ifg I creat a domain in vqadmin and make postmaster the domain
administrator. I can then log in and all I can do is manage email
accounts.
I realize this is because the add domain form has most options set to
zero, and that's cool except I'd like to make the default vqadmin made
domain be exactly as if I'd done it from the command line. 
Apparently doing it form the command line automatically sets all options
to on with n amount on each. How can make vqadmin use the same amounts
for each automatically? ( and therefore have the exact same results as
doing via command line? )
