This is how I guess it is happening.

The remaining files after changeset 210 (there are a few) seem to be files that 
have been shared, pinned, and branched.  I don't have a copy of VSS handy, but 
I suspect I know what happened.  We would have a file that would be shared, 
pinned and branched (and possibly updated in the new branch?).  Then we deleted 
the file after doing a series of these.  The ones I've seen so far have been 
test .exes that checked for backward compatibility.  I guess we didn't need 
them anymore at some point.

So my guess is that from within VSS, you can't check them out from the tip, 
because they aren't there.  You should be able to check them out from the 
pinned version.  I'll find out if that's true soon.
