Aha. The Windows Control Panel includes a Regional Options dialog. It
doesn't display the actual code page used but displays the language name.
It's a per-user setting but there's also system-wide defaults.
Digging further, I find that these settings are stored in the registry here:
HKEY_CURRENT_USER/Control Panel/International
My setting for the Locale value is 00000409. I looked that up here:

Most western locales apparently share codepage 1252, and differ primarily
in how dates, times, and currency are formatted.
