I abandoned that approach and used Dirk's solution #2 in his reply, to
simply declare the generated XML to be in whatever encoding we guess
it to be. In my case it was CP1252, and that's what's in my latest
branch ("Ken/restore-widetime").
OK, thanks... does the XML parser then take care of it automatically,
without any need to actually read the PI from the XML file in the
vss2svn script? The ticket mentioned something about from_to() calls but
those seem to no longer be there...
