Nathan, The problem finally resolved. Issue was with running vss2svn.exe in ubuntu using wine. I ran vss2sv.exe in windows and copied the dump file to unix server. Then dumped this file onto newly created repository so it worked.
Finally 1 question loading dumfile is sufficient right? which I believe will copy all the source with history. Thank you Aravinda.
