One of the problems I found when installing Active Tcl was the default
location, c:, is not looked at by vTCL. Reinstalling it under c:\program
files" toll care of the problem. The other issue a number of people have
found is with the hard coding of the iWidgets release number. I've attached
a version of the lib_itcl.lib file with the required changes. You can diff
it to see what was done, minor stuff.

I tried typing "package require Tix" and "package
require BLT" on the command console of visual tcl.
However, I received the "can't find package Tix" and
"can't find package BLT".
Is it because Active Tcl in windows version doesn't
come with these 2 packages?
