There have been significant changes to the configuration file format since 1.03,
and system will update configuration files from recent releases.  As
you've discovered,
it may not fully handle configuration changes from all previous releases.

Check the contents of /var/log/messages as the root user; it should
tell you what
configuration it's failing to understand.
