Jonathan. While you are right about the poor Java experience. you can already connect to vyos over Serial over lan without this feature. All you need to do is configure console on the ttyS1 or whatever the bmc serial port is. Putting ipmitool binary in vyos would just allow you to connect to another sol from the vyos shell but that is a very small use case imo.
